According to the Blackhawk Ranch Property Owners Association's Policies and Procedures , "Committees are established as necessary to administer ongoing tasks or conduct research to provide the Board with enough information to make decisions. Committees can be perpetual, such as the Road Committee, or provisional, such as a Gate Committee, which would be a temporary committee. (Section 300)
